Dispatch (911 + NEMT CAD)

One unified CAD for 911 emergency dispatch and NEMT trip scheduling — end the legacy-CAD patchwork.

TowerHQ Dispatch is a single data model that serves both 911 response and NEMT scheduled transport. Unit recommendation respects credential authorizations (no BLS crew on an ALS call). Routing optimizes for fastest-to-scene on 911 and per-vehicle trip packing on NEMT. Dispatcher console, driver mobile app, and MDT are native — not grafted onto separate systems. CAD flows straight into ePCR, billing, and payroll without duplicate data entry. Importers handle bulk migration from your existing NEMT dispatch and every major legacy 911 CAD.

What's inside

  • Unified 911 + NEMT incident / trip model
  • Unit recommendation with credential-authorization gate
  • 911 fastest-to-scene + NEMT multi-leg optimization
  • Live map with AVL from Fleet telematics
  • Dispatcher console, driver mobile, MDT — all native
  • Broker compliance gate for NEMT (ModivCare / MTM / Verida / Access2Care)
  • CAD → ePCR → billing → payroll automatic handoff
  • Migration: your existing NEMT dispatch + Motorola / CentralSquare / TriTech / Zuercher

Feature catalog for this module

41 numbered features · ranges F2600–F2654
F2600
Incident / trip unified model (911 incident + NEMT trip in one schema, distinguished by mode and workflow)
F2601
Unit model (vehicle + crew + equipment + credentialed authorizations; shared with Fleet + HRIS)
F2602
Status lifecycle (available, out-of-service, assigned, enroute, on-scene, transport, at-destination, clear)
F2603
Call-taker workflow (911 entry: ANI/ALI, nature of call, location, priority) — designed to receive dispatches from an external PSAP, not to replace 911 call-taking itself
F2604
NEMT trip entry (patient, facility, appointment time, return type, broker auth, billing context)
F2605
Standing-order management (dialysis / chemo / wound-care recurring trips with templating and exception handling)
F2606
Will-call and as-directed-by-facility trip flows
F2607
Multi-leg trip chaining (hospital to dialysis to home; broker authorization per leg)
F2608
Priority dispatch protocols integration (EMD/EFD — ProQA or native)
F2610
Unit recommendation engine: proximity, availability, credential-authorization (no BLS crew on an ALS call), equipment requirements, contract eligibility
F2611
911 fastest-to-scene routing with mutual-aid fallback
F2612
NEMT optimization: per-vehicle per-day trip packing, route efficiency, on-time arrival constraints, broker SLA
F2613
Live map with AVL from Fleet telematics (F380+)
F2614
Turn-by-turn driver navigation (mobile app, offline-capable with pre-downloaded tiles)
F2615
Real-time reassignment on status/availability changes
F2616
Mutual aid dispatch and tracking (incoming and outgoing)
F2617
Move-up / coverage recommendations (F712 ties in for fire)
F2620
Dispatcher console (multi-screen-capable, kiosk-friendly, one-click status changes)
F2621
Driver mobile app (status, navigation, trip manifest, patient manifest for NEMT, digital signature for PCS/ABN where applicable)
F2622
Mobile data terminal (MDT) functionality — status, nav, incident detail, messaging
F2623
Radio status push to LMR (outbound only; tenant's radio system handles voice)
F2624
Pre-arrival instructions display (EMD/EFD script) on driver device
F2625
Partner-unit handoff workflow (intercept, rendezvous, transfer of care)
F2630
CAD-to-ePCR handoff (incident / trip becomes the PCR stub with times, mileage, crew pre-populated)
F2631
CAD-to-billing handoff (trip record drives charge capture; mileage, O/D pairs, PCS / ABN propagate)
F2632
CAD-to-payroll handoff (per-call compensation, on-duty hours roll up)
F2633
Fleet status sync (OOS in Fleet blocks dispatch; clear in Fleet restores availability)
F2634
Credential-authorization gate (F098 / F099 enforce on dispatch — no unqualified crew assigned)
F2635
Broker compliance gate for NEMT (F151–F156 verify authorization before dispatch, block or warn on missing/expired)
F2636
Standing-order patient comms (F540+ reminders fire off the dispatch schedule)
F2640
Response time analytics (dispatch-to-scene, scene-to-transport, transport-to-destination)
F2641
Unit utilization and chute time
F2642
Dispatch accuracy (right unit, right priority, on first assignment)
F2643
NEMT on-time arrival rate by broker / facility
F2644
Historical incident / trip search with full replay (status changes, location, messaging)
F2645
Post-incident debrief workflow
F2650
Legacy NEMT trip import (one-time bulk + ongoing sync during transition)
F2651
Motorola PremierOne historical incident import
F2652
CentralSquare historical incident import
F2653
TriTech / Zuercher / Hexagon / Tyler historical incident import
F2654
Generic CAD export CSV/XML import fallback
